Something is mildly creepy about the way the raccoon is contemplating the thief’s capture. At first I assumed that it was some cute gag about how the purse snatcher’s mask made him look like a raccoon, how silly. But that raises the question of why a man with such a distinctive nose and belly shirt is wearing such a tiny mask. Could it be that the raccoon is staring in shame at his half-raccoon son, whom he tried so hard to raise well?

Or the thief’s an idiot. I’ll go with that one.
